How can we rectify the error message "Please run this Program from the Administrator account so it can set up your license. Once the license is set up you can run it from any account" when trying to open an .mct file? 

Answer

In midas Civil, the TEdit.exe file is used to open an MCT file. Please run the TEdit file with administrator right as shown below and then try to open the mct file.
